Resource futures

Introduction

We have expertise in designing and implementing systems to source, process, use and reuse resources, materials and waste in a sustainable way.

Our work supports the mainstream adoption of sustainability concepts and the integration of sustainability principles into standard practices. Both the technical and human dimensions of resource usage in production and consumption cycles are considered. Doing so requires an understanding of the complex, multiple aspects of the resource lifecycle including:

- extraction, production and manufacture,
- packaging and waste creation,
- community behaviours and attitudes towards recycling,
- barriers and limitations to improved resource management and
- best practice options for local governments, producers and consumers.

We assist organisations to assess their needs and prioritise options on the basis of relative cost, effectiveness and broader sustainability dimensions. This enables them to translate innovative strategies into tangible projects to deliver real change.

Our work in this field includes different facets of resource futures, including:

Mineral Futures Collaboration Cluster. The Institute is leading the Resource Futures part of this three year collaboration between CSIRO's Minerals Down Under flagship and five university research teams.

The GeRS-DeMo - or Geologic Resource Supply-Demand Model estimates the demand, production (from mines or fields) and recycling of any geologic resource. Specifically, it can be used to predict the historic and future production, amount of recycling and demand of a metal, fossil fuel, or mineral. Dr Steve Mohr, currently a Research Consultant at ISF, developed this model during his PhD research. He has used it successfully to model coal (black and brown), oil (conventional, shale, natural bitumen/tar sand and extra heavy oil), gas (conventional, tight, coalbed methane, shale) phosphorus, lithium, gold, nickel, copper resources. The model has been successfully used on world, country and regional levels.
The Institute for Sustainable Futures funded the development of the model into a format that could be used by all people and organisations.
The model currently only works on Windows 32 bit, and excel 2007/2010. It does not work on excel 2003 or other operating systems. If there is sufficient demand for the model to work in different platforms or older versions of excel, then resources will be spent fixing the macro accordingly. There is a illustrative step by step guide on how to install GeRS-DeMo, and Input.xlsm contains information on the model, and the inputs required as well as a blank input file ready for your use. Also included are five examples of input files that are ready to run at the click of a button.

Sustainable Food Futures: Sustainable food can be defined as food that is produced, processed and traded in ways that: (1) contribute to thriving local economies and sustainable livelihoods; (2) protect the diversity of both plants and animals and the welfare of farmed and wild species without damaging natural resources or contributing to climate change; and (3) provide social benefits to the community such as good quality food, safe and healthy food products and educational and learning opportunities.

The Global Phosphorus Research Initiative (opens an external link) was formed by the Institute and the Department of Water and Environmental Studies at Linkoping University, Sweden, to facilitate quality interdisciplinary research on global phosphorus security for future food security.

Container Deposit Legislation and Extended Producer Responsibility. We have conducted several project in this area including an extensive independent review of container deposit legislation in New South Wales.

Assessment of opportunities to develop a market for polypropylene textiles
Client: Kimberly-Clark Australia

The Institute investigated the potential markets for Melt-Blown and Spun Bond Polypropylene (a non woven fabric composed of thermally bonded, continuous polypropylene filaments) in Australia for Kimberly-Clark Australia with a particular focus on products that support sustainable futures. A literature and web analysis was followed by telephone interviews with over twenty practitioners embedded in the market. Key findings identified the filtration market and the roofing insulation field as key or promising markets for melt blown products in addition to the medical, hygiene and oil-spill markets where Kimberly Clark Australia is already active.

Securing a sustainable phosphorus future for Australia: implications of global phosphorus scarcity and possible solutions
Funded by: CSIRO Sustainable Agriculture Flagship

Research into the impact of global phosphorus scarcity on agriculture in Australia was presented at a two-day workshop held in Canberra under the auspices of the CSIRO Sustainable Agriculture Flagship . As a founding member of the Global Phosphorus Research Initiative, the Institute has an ongoing research interest in Phosphorus. The paper based on this research outlines possible future pathways for long term phosphorus security. It reviews the current situation for global stocks and flows, the national phosphorous budget, global phosphorous scarcity and peak phosphorous. The authors identified and developed a framework of probable (Business As Usual) and preferred (sustainable) scenarios for Australia (including recycling and efficiency options from whole phosphorous cycle). The policy and costing implications of these scenarios are outlined as well as areas needing further research. Other papers presented at the workshop examined: the status of phosphorus use efficiency in Australian agriculture; phosphorus requirements of northern Australian grazing systems; the chemical and biological nature of P-accumulation in agricultural soils; and, improving the phosphorus-use efficiency of agriculture (agronomic, plant and microbial strategies).

WasteNot: streamline resource exchange tool
Clients: Auburn City Council and Parramatta City Council

A waste exchange tool was developed in partnership with businesses in the Duck River Catchment areas of Silverwater and Camellia and Parramatta and Auburn Councils. The Streamline WasteNot resource exchange web-based tool allows businesses to list and search for waste resources within their local area to facilitate resource recovery through exchange, reuse and recycling. Three case studies were undertaken as part of the research for this project, to determine the conditions required for a successful waste exchange and the associated benefits and costs. Institute researchers found waste exchanges and recycling activities amongst the case study subjects saved approximately 73 kL of water, 42 tCO2, and led to the diversion of up to 160 tonnes of waste from landfill. As a direct result of their resource recovery measures, the case study businesses saved nearly $50,000 between them. Through a series of stakeholder workshops an enthusiastic community of practice has developed to progress sustainability initiatives and address business needs to achieve waste reduction and exchange. This project will potentially act as a catalyst for improving resource recovery rates in neighbouring areas and beyond.

In this research, ISF is part of a team of industry and university collaborators that are developing a toolkit for evaluating methods that lead to more sustainable design in the minerals processing sector (SUStainable OPerations - SUSOP((R)) and provide information to companies on the benefits of implementing carbon reduction schemes. The Institute was engaged by the Commonwealth Department of Water, Environment, Heritage and the Arts to investigate the benefits and concerns with overseas Extended Producer Responsibility schemes and a review of markets for tyres, plastic, glass and secondary metals as input to its National Waste Report.

Identification of industrial ecology opportunities in Melbourne

This project developed undertook research to identify industrial ecology opportunities in Melbourne seeking to increase resource use efficiency. A literature review was undertaken to inform the development of a structured methodology and tool to map the potential of industry sectors and confirmed through stakeholder workshops. A case study of the most promising industrial ecology opportunity was developed which brought together the costs, opportunities and barriers in the context of possible options that could be implemented. This case study focused primarily on water recycling opportunities between a group of co-located companies in Port Melbourne, also identifying possible energy synergies and emphasising water-energy linkages. The results of this case study were presented at a workshop involving a range of stakeholders including the companies at the site, water utilities, and the Smart Water Fund. A significant outcome of the project is that further work will be undertaken by the utility and the companies involved to explore implementation pathways and future opportunities. This project was undertaken in collaboration with Curtin University (CSRP), Melbourne University and RMIT.

Institute researchers were engaged to provide high level sustainability research and advice to Waverley Council regarding their planned future infrastructure. This involved undertaking a literature review on material selection and design aspects which could contribute to the sustainability of Council's operations.

Future development in the Latrobe Valley

Future development in the Latrobe Valley
Client: Department of Primary Industries (Victoria)

This project was a critical part of a major future planning exercise commissioned by the Victorian Department of Primary Industries for the Latrobe Valley region, an area which relies heavily on brown coal production to support its economy. As the processing of these resources is environmentally damaging, it is not anticipated to be sustainable in the long term to continue operations in the current manner. In the face of the threats posed by climate change, a future plan is required to canvas the options for changes to the region's industry to ensure its longevity. Therefore the primary research question was "How can the Latrobe Valley change its current industry focus in coming decades to create industries that are environmentally, socially and economically sustainable in the long-term, particularly in relation to action required to address climate change?" The outcome of the project was a number of creative visioning scenarios for the region for 2050-2100 focused on the potential of business clusters, with a high level environmental assessment of each undertaken to guide future development of the Latrobe Vision.

Review of Earthworks in Southern Sydney Councils
Client: Southern Sydney Regional Organisation of Councils (SSROC)

SSROC engaged ISF to undertake a preliminary review of practitioners perspectives on the implementation of the Earthworks program in the Southern Region of Sydney. Earth Works is a training course for members of the community who express an interest in minimising waste. It is a community education activity adapted and developed by the NSW Environment Protection Authority (EPA) from a program that ran during the 1980s in Seattle, USA. The course focuses on equipping people with the knowledge and practical skills to minimise waste at home, at work and in their recreational activities. Whilst the EPA (now DECC) remains the central contact for the course in NSW, individual Councils choose whether to run the programme, and how to use and adapt the materials. As a result, the implementation of Earthworks varies markedly across Council boundaries, and over time. The review process involved facilitating a workshop with waste and sustainability education officers from member Councils to reflect on both operational and strategic strengths and weaknesses of their Earthworks programmes. The review synthesised the results of the workshop and identified the main options identified for the future of the programme including a centrally supported sustainability focused Earthworks.

The Institute was engaged by the Environment Protection Authority to research the nature, extent and causes of illegal dumping in NSW and the mechanisms used to control it. ISF conducted in-depth consultations with a range of stakeholders (state government, local government, industry and NGOs) and surveyed all NSW councils as well as a literature search. The aims were to establish the range of information, experience and control activities available relating to illegal dumping behaviour from the full range of local and international literature/studies and to bring together all existing information held by government agencies, NGOs and councils on the nature and extent of illegal dumping problems in NSW in metropolitan, country town and rural areas.

Beyond Recycling: an integrated waste management framework for local government

Most communities want their councils to maximise both the variety and volume of materials collected as well as the frequency of collection. The Institute was asked to undertake research and produce Beyond Recycling which guides councils through the process of developing an integrated waste management strategy. The focus is on assisting councils in setting up workable and meaningful community consultation processes so the community can be involved in decisions on what to collect, and how. Beyond Recycling empowers councils to make more pragmatic, corporate decisions about their recycling services, which are well understood and endorsed by their communities. The study also looks at ways to draft and structure contracts to minimise risk to councils and costs to their communities. Beyond Recycling was launched at the Local Government Association's 2004 Annual Conference held in Armidale in October 2004. National Packaging Covenant Review
Client: Nature Conservation Council of NSW

The NSW Nature Conservation Council, with funding from the NSW Department of Environment and Conservation, commissioned the Institute for Sustainable Futures at the University of Technology, Sydney, to carry out an independent review of the National Packaging Covenant and the National Environmental Protection Measure for Used Packaging Materials ('the Covenant system'), in December 2003. This review was intended to evaluate the Covenant system's effectiveness in achieving both its stated objectives and broader environmental and social outcomes, including reduction in generation of packaging waste, specifically reduction in virgin materials used in packaging and a reduction in packaging material disposed to landfill. The research provided support for its lobbying for reform of the Covenant system and contributed to ongoing debate about the Covenant.

Sydney Harbour Foreshore Authority: waste minimisation and management strategy

The Sydney Harbour Foreshore Authority (SHFA) engaged ISF to undertake a review of current waste management practices and estimate the composition and total volume of waste for each of its waste facilities. This was achieved through meetings with SHFA staff, visual inspections of the site, and informal interviews with tenants, cleaners and garbage collectors. A literature review was also undertaken to estimate the composition of the waste streams by business type.

The NSW Minister for the Environment, the Hon Bob Debus commissioned the Institute's Director, Dr Stuart White to conduct an Independent Review of Container Deposit Legislation (CDL). The study included a review of extended producer responsibility principles, a comprehensive cost-benefit analysis and unique social research. The Review was released in February 2002 and referred to the National Environment and Heritage Protection Committee (a committee of state and commonwealth environment ministers) by the Minister. The costs and benefits of alternative recovery programs were documented by the US group, BEAR (Businesses and Environmentalists Allied for Recycling) in their report Understanding Beverage Container Recycling (opens an external site). The Multi-Stakeholder Recovery Project (MSRP) is one of BEAR's central efforts to move towards its 80% recycling goal. In this project, stakeholders from throughout the beverage and recycling value chain are working together to identify innovative strategies to increase beverage container recycling consistent with a set of eleven guiding principles. Container Deposit Legislation was adopted by Hawaii (opens an external site) in April 2002, the 11th US state to do so. In April 2002 the Beverage Instustry Environment Council, on behalf of the Australian Packaging Industry, commissioned Access Economics (PDF 313.57KB) to write an assessment of the completed Independent Review and Professor Stuart White responded (PDF 294.95KB) to the issues raised in this critical assessment of the Independent Review. The submission (Executive Summary) to the Independent Review commissioned by The Beverage Industry Council was written by C4ES Pty Ltd (PDF 177.51KB). Stuart White has written a response (PDF 34.09KB) to the issues raised in this submission.

Container Deposit Legislation has been operating in South Australia since 1978. The Arid Lands Environment Centre (ALEC), based in Alice Springs ran some highly successful trials for a drink container deposit system at both the Alice Springs Show in July and the Yeperenye Festival in September 2002. The sustainability of recycling in the Northern Territory was examined by Dr Siva Ram Vemuri from NTU in April 2002 and the impact of implementing container deposit legislation in the ACT was examined by the Centre for Environmental Solutions in August 2002.

 

Waste management and minimisation strategies for Australian Technology Park
This project required the development of a waste minimisation and management strategy for the Australian Technology Park to achieve a reduction of waste to landfill in line with the NSW Government's reduction of waste to landfill target. The main components of the project were a waste survey of tenants (approx. 125 tenants), waste audit, strategy workshops and the development of least cost options for waste minimisation and management at the ATP.

Wingecarribee Shire waste services review

Demolition and refurbishment waste minimisation
Client: University of Technology, Sydney

Examined economic and other waste minimisation issues arising from a demolition and refurbishment undertaken at the University of Technology, Sydney's (UTS) Kuring-gai Campus. The aim was to identify how waste minimisation techniques could be applied to achieve reduced costs of waste disposal, increased rates of recycling and associated reduction in waste to landfill for UTS.

ISF was part of the Technical Advisory Panel to review submissions received for the Recycled Organics Expressions of interest invited by Environment Australia. The project involved reviewing around 40 submissions.

Total Environment Centre - submission to the Alternative Waste Management Inquiry
The Total Environment Centre (TEC) received funding to assist in the preparation of submissions by community groups to the NSW Government's Alternative Waste Technologies and Practices Inquiry. The aim of the Inquiry is to prepare a report on accelerating alternatives to landfill and maximising waste avoidance and reuse. Environment groups are particularly concerned about establishment of mega-tips (city and country) for Sydney's waste and are focusing on environmentally acceptable alternative technologies and policy tools.

Waste Management Strategy, University of Technology Sydney
This report provides the results of an analysis of waste generation at the University of Technology, Sydney (UTS). The report examines the current approach to cleaning, waste collection and waste disposal at UTS, and describes changes to the existing structure which would result in sizeable cost savings in the management of waste at UTS, and a substantial decrease in waste production.

Wingecarribee Shire waste services review
In February and March 2000, the UTS Institute for Sustainable Futures (ISF) conducted the Service Review and Community Consultation component of the Wingecarribee Shire Waste Services Review.   The project was conducted for the Macarthur Waste Board (MWB) and was assisted by MWB, Wingecarribee Shire Council (WSC) and the Royal Melbourne Institute of Technology (RMIT). The purpose of this project component was to review the effectiveness of WSC's waste services in terms of community perception, environmental impact and financial performance. This evaluation was intended lead to recommendations to assist the development of WSC's new waste management contracts in 2001. The entire review covered domestic collection services, including domestic garbage, kerbside recycling, garden waste and hard waste collections services. The project consisted of a number of studies to evaluate the environmental, economic costs and benefits, and social perception of WSC's current waste management strategy.

Big picture questions

The use of minerals and energy resources underpins the delivery of essential and non-essential services to our society. Our patterns of use give rise to impacts which are unsustainable. Additionally we discard enormous volumes of consumer waste to landfill - when is this a waste or an untapped resource?

- How would we cycle resources to provide services required in a sustainable economy?

- What new business models are required?
- What can be achieved at different intervention points?
- How is responsibility shared: government, producer, consumer?

- What role could industrial ecology play in providing a metaphor for the functioning of a sustainable economy?
